Commission on amnesty issues under the President of the Republic of Kazakhstan was established by the Presidential Decree dated May 7, 1996, No. 2975 for preliminary considering materials on amnesty and is a consultative - counseling organ chaired by the Head of State.
The Commission’s activities are determined by Regulations approved by the Decree of the President of the Republic of Kazakhstan on July 5, 2006, No. 140.
The Commission is headed by its Chairman, who is appointed by the Head of State. The Chairman of the Commission is Fedotova Zinaida Leontyevna, Professor of the Academy of Public Administration under the President of the Republic of Kazakhstan.
Deputy Prosecutor General and Chairman of the Penal System Committee of the Ministry of Justice are members of the Commission according to their positions (in case of his absence his deputies replace them). Deputies of the Parliament of the Republic of Kazakhstan, representatives of non-governmental organizations and other persons may be members of the Commission.
Chairman of the Commission, or in case of the Chairman’s absence deputy chairman hold its sittings. Two thirds of the number of the Commission’s members must be present at a sitting in order to make resolutions of the sitting valid.
State and Law Department of the Executive Office of the President of the Republic of Kazakhstan is the working body of the Commission.
