Upon the invitation of the President of the Republic of Kazakhstan, H.E. Mr. Kassym-Jomart Tokayev, the President of the Republic of Serbia, H.E. Mr. Aleksandar Vučić, paid an official visit to Kazakhstan on February 26-27, 2026.
In this regard, the President of the Republic of Kazakhstan and the President of the Republic of Serbia stated the following:
1. In the year in which we celebrate the 30th anniversary of the establishment of diplomatic relations founded on genuine friendship and mutual respect, the Presidents reaffirmed their unwavering commitment to further strengthening and diversifying bilateral cooperation for the benefit of both countries and their peoples.
2. The Presidents held substantive discussions covering a wide range of issues on the bilateral agenda, as well as key global and regional developments. They emphasized the importance of maintaining regular high-level exchanges and agreed to continue their constructive dialogue on matters of mutual interest.
3. The Heads of State welcomed the successful outcomes of the official visit of the President of the Republic of Kazakhstan, H.E. Mr. Kassym-Jomart Tokayev, to Belgrade in November 2024 and noted the effective implementation of the agreements reached during that visit.
4. The Parties reaffirmed their unwavering commitment to the Charter of the United Nations and the fundamental principles of international law. The Serbian side highly values the Republic of Kazakhstan’s support for the sovereignty and territorial integrity of the Republic of Serbia and its principled and consistent position regarding the southern province of Kosovo and Metohija.
5. The Serbian side expressed high appreciation of Kazakhstan's continued commitment to political transformation and economic modernization pursued through comprehensive constitutional and institutional reforms aimed at strengthening effective governance and ensuring sustainable long-term development.
In turn, the Kazakh side highly regarded Serbia’s progress in economic and social development and welcomed Serbia's initiatives, including “Leap into the Future – Serbia 2027” plan, aimed at achieving strategic national goals and enhancing the welfare of the Serbian people.
6. The Presidents welcomed the positive trend in bilateral trade and expressed their intention to encourage its balanced and sustainable growth. They underscored the importance of strengthening cooperation in key sectors, including energy, transport and logistics, agriculture, construction, healthcare and pharmaceuticals. The Parties also noted the potential for cooperation in digital development and artificial intelligence as a promising new area of interaction. They acknowledged the positive results achieved in seed production and encouraged continued progress in this field.
7. The Presidents recognized the role of the Intergovernmental Commission on Economic and Trade Cooperation as an effective platform for advancing bilateral ties and emphasized the importance of intensifying the activities of the Kazakh- Serbian Business Council and Business Club.
8. The Parties reaffirmed their commitment to the effective implementation of the Free Trade Agreement between the Republic of Serbia and the Eurasian Economic Union and its member states, signed in October 2019, recognizing its importance in promoting mutually beneficial trade-economic cooperation.
9. The Presidents welcomed the launch of direct flights between Astana and Belgrade, noting that this important development will contribute to strengthening people-to-people contacts, promoting tourism and further expanding bilateral cooperation.
10. The Parties agreed to promote bilateral cooperation in higher education, science and research and to explore opportunities for joint academic and scientific initiatives.
11. The Presidents renewed their commitment to further enhancing cultural and humanitarian cooperation, recognizing it as an important foundation for strengthening mutual understanding and friendship between the two countries.
12. The Presidents highlighted Kazakhstan’s key role in the development of the Trans-Caspian International Transport Route (TITR), recognizing its growing significance as a reliable and efficient corridor connecting Asia and Europe, аs well as Serbia’s readiness to actively explore the opportunities of taking part in its development.
13. Kazakhstan welcomed Belgrade’s role as host of EXPO 2027 and confirmed its intention to actively participate in the event, recognizing it as a significant opportunity to promote cultural exchange and deepen cooperation between the two countries.
14. The Heads of State reaffirmed their committed to providing mutual support within international organizations and to deepening cooperation in pursuit of shared goals and interests, while promoting mutual respect, constructive cooperation and joint action to address global challenges.
15. The Presidents reiterated their willingness to continue joint efforts toward the implementation of the initiative to establish the International Agency for Biological Security.
16. The Presidents welcomed the outcomes of the VIII Congress of Leaders of World and Traditional Religions, held in Astana on September 17-18, 2025, and reaffirmed their commitment to further promoting interreligious dialogue, including through active participation in the next, IX Congress, to be held in Astana.
17. Serbia welcomed Kazakhstan's initiative to establish a United Nations Regional Centre for Sustainable Development Goals (SDGs) for Central Asia and Afghanistan in Almaty. In turn, Kazakhstan expressed sincere gratitude to Serbia for its support and co-sponsorship of the relevant UN resolution, emphasizing the shared commitment of both countries to promoting sustainable development, strengthening regional stability and addressing global challenges through multilateral cooperation.
18. The Heads of State highlighted the importance of the upcoming Regional Ecological Summit scheduled to take place in Kazakhstan on April 22-24, 2026, in partnership with the United Nations and other leading international organizations, which will serve as an important international platform for advancing dialogue on climate change, promoting the transition to a green economy and fostering sustainable development in Central Asia and beyond.
19. The Presidents expressed confidence that the agreements reached during this official visit will give new impetus to the comprehensive development of bilateral cooperation in the best interests of both nations.
